Eh? Just tried 'dir -rt' on the second server, in "updates", and got:
---------- 1 ftpuser ftpusers 1712 Mar 22 2002 HP-RPM-GPG-KEY
d--------- 1 ftpuser ftpusers 0 Jul 23 12:53 rpms
---------- 1 ftpuser ftpusers 1910 Aug 14 18:53 RPM-GPG-KEY
---------- 1 ftpuser ftpusers 830 Aug 29 16:24 mirroring-policy
---------- 1 ftpuser ftpusers 382 Sep 8 23:23 release-notes
---------- 1 ftpuser ftpusers 799 Sep 14 22:06 VALIDATION
---------- 1 ftpuser ftpusers 17210 Sep 16 14:33 changelog
d--------- 1 ftpuser ftpusers 0 Sep 20 02:26 srpms
so it seems to work just fine.
Don't pay attention to permits. This is not a Unix server and sometimes
behaves in a brain-damaged manner (it can bump you off suddenly and
without warning, for example) but most of the time it works well enough.

I suggested rather that with .de address you should likely use
http://rh-axp.lapavoni.de/hp-updates/
It does not say on a Compaq web page (it was announced on a mailing
list) but rh-axp.lapavoni.de provides also an anonymous rsync service.
Like this:
$ rsync rh-axp.lapavoni.de::
rh-axp Redhat 7.2 for Alpha
aurora aurora (rhl on sparc)
If you will maintain an "exclude list" of things you do NOT want
to retrieve then getting a new stuff can be rather automatic even
without keeping locally a full copy of updates. Do that from cron
in the middle of the night and things will be smooth.

You have it already in a distribution. An update fixed something not
that crucial but, unfortunately, broke thoroughly something else.
Probably another release will show up pretty soon. This warning because
"lapavoni" still carried a messed up version the last time I looked.
