dangerous permissions on /sbin and /usr/sbin

Apologies for the self-reply - but an interesting side-note ... doing a
chmod o-x on /sbin and /usr/sbin broke gnome-terminal's ability to
connect to the X server, despite all other X apps still being able to.
Surely it's Not A Good Thing (tm) that a user terminal depends on a
/sbin-level program?

1. help with /sbin and /usr/sbin permissions

OS: Redhat 7.0
I accidentally chmod 700 /sbin and /usr/sbin, now a non-root user tries to
sendmail and gets permission denied on sendmail. So I chmod 755 on
/usr/sbin/sendmail, but then it couldn't write queue files.

Anyone knows how to restore the permission for /sbin and /usr/sbin? Thanks.
