Very Computer

For the footer in itself, you need the fancyheadings package; for the
reference to the last document page, \usepackage{lastpage}.  All on
your friendly CTANs (don't know which one is easier from Oz - try
ftp.shsu.edu).

I would like to do something like -

as a footer on each page, but have not been able to find any
advice on implementation.  Is this even possible?

Look at the lastpage and fancyheadings packages, on CTAN (and
presumably your Ozzie mirrors) in macros/latex/contrib/other/
{lastpage,fancyheadings}

(Note, if you're using*2.09 still, *don't* try to use nofm.sty,
since there are innumerable broken versions of it floating around --
use lastpage209.sty in fancyheadings.)
