Hi!
How can I redifine those TeX doble quotes (`` and '')? I want
them to be characters '0363 and '0364 from my font.

   How can I redifine those TeX doble quotes (`` and '')? I want

It is not obvious what you mean:

If your TFMs are set up properly, the two-character sequence `` is
automatically replaced (via pseudo ligatures) with the `quotedblleft'
glyph in the font you are using.  Similarly '' is replace with
`quotedblright'.

How are you generating the TFM files?  The tool you are using should
either do this automatically for you or read ligature information from the
AFM file.  In the latter case you will have to edit the AFM file
to add the appropriate `L ....' fields at the ends of the lines
for `quoteleft' and `quoteright'

Or did you mean that your source file contains character codes \363
and \364 and you want those to `expand' to `` and '' before being
eaten by TeX?  Some implementations of TeX provide for replacement
of character codes in the input stream with TeX control sequences.
So we'd need to know what TeX system you are using.

How can I put the argument to a macro inside a \verb construct
without an error?  An overly simplified example:

    \newcommand{\fieldname}[1]{\verb'#1'}

This definition fails on calls like \fieldname{M_SCAN} (TeX thinks
`_' is a math symbol at macro expansion time).
