You cannot make pk files from vf files.
dvips uses vf files directly.
A vf file points to other "real" font files,
either PostScript or PK.
For example, ptmr7t.vf points to ptmr0,
which is defined to be an alias for Times-Roman
in .../adobe/times/ptm.map .
This last file has to be appended to .../dvips/psfonts.map
to inform dvips of this alias.
I think the omission of this last step
(appending .../adobe/*/*.map to psfonts.map)
causes a lot of the problems with the very good psnfss package.
If dvips doesn't know of this alias,
it has to assume that ptmr0 is a PK file,
which it tries to manufacture from a non-existent MF file.
