I see there's and /etc/issue file in linux, but it doesn't seem to
do what /etc/issue is supposed to do (get splatted up on screen
BEFORE the login prompt on (at least) remote connections)

Is there a flag for this or something?

If I recall correctly, it is supposed to be /etc/issue.net for network
connection.

/etc/issue.net is used for remote connections.

   /etc/issue.net is used for remote connections.

Iff you have the right telnetd and rlogind programs.  If /etc/issue.net
is shown you can upgrate your telnet from sunacm.swan.ac.uk, or possebly
sunsite (I use sunacm since I'm in europe.
