Don't add users with home directory /

I recently did this (0.99.15) and Linux started recursively chowning
ALL of my files from / on to the new user.

You didn't say HOW you added that user.  useradd(1) calls copy_tree
and copy_tree only chown's the files it copies from /etc/skel.  Now
if you used that "adduser" thing ...
