Login/Security on RS6000

Does anyone know if there is an RS6000 based product that will:

  1.  Allow users to login as specific groups/subgroups (and)

  2.  Account for each group/subgroup's accumulated cpu usage (and)

  3.  Allow certain groups/subgroups to login and/or have cpu access
      at certain times of the day.
