Once this file is gunzipped and untarred, how do I install it over my
previous version of rpm 2.2.1?  Incidentally, what does it mean, exactly,
a statically linked build?

Probably with 'make install' IIRC.  Isn't there an INSTALL file in the
rpm-2.4/ directory or something (at least a README?)

Statically linked means that it doesn't use any shared libraries (that's
the simple explanation).  This means that it probably use more RAM than
a dynamically linked build, but it can run without you having any shared
libraries at all on your system, which is useful for installing the very
libraries that it needs.

1. 2.4: Minor build fix for ext3 (2.4 and 2.5)

If you have ext2_fs.h and ext3_fs.h included at the same time,
we are missing one define used in ext3_should_journal_data() and
ext3_should_order_data() as part of the test_opt() macro (which
defaults to the ext2 definition if both are present).
