You've just described a "managed network" which is run by
"network management" software using SNMP (Simple Network
Management Protocol). Some APC SmartUPS's have optional SNMP
modules, others are stock. The colour glossy advertising
literature for network management software shows a single
workstation, with a gorgeous map of the world, showing all the
network links and offices. Just a click of the mouse and you can
zoom in to any managed device. Then, you can display status,
crank statistics, and turn things on and off. The reality is
quite different but it's fun to read science fiction.
The management software comes in many flavours and prices. HP
OpenView, Sun SunNet Manager etc (there's a short list in the
following URL) are typical. APC has plug-ins for most network
managers. These network managers are designed primarily for
dealing with servers and network links, not with UPS's. APC
therefore sells "PowerNet" designed specifically for UPS's. See:

APC also has MIB's, RMON2 agents, and stand alone boxes that talk
SNMP. With SNMP, a single network managment package can
(theoretically) run an entire global network.
