Can SCO Unix (v4.2) buffers (NBUF) not be set above 16800?

I tried setting NBUF to 24000 (adjusting NHBUF appropriately as well) and
every time the system boots it says:

    kernel: i/o bufs = 24000k (high bufs = 16800k)

Does this mean I cannot set it higher than 16800???  If so, is there any way to
change this limitation?  Or, am I not understanding what the "high bufs" means?

Any help is appreciated!!
