This message comes long before anything has had a chance to look at the
/dev directory. In fact, it comes from masterboot. If the message was
"NO OS", that would be the SCO OpenServer masterboot. If it's really
"No OS" (lowercase "o"), it's the Win95 masterboot. You must have run
"FDISK /MBR" from Win95.

Boot your N00 floppy. Enter "tools" at the boot prompt. After a long
time you will get to a shell prompt. Run:
dparam -w
dparam /dev/rhd00 `dparam /dev/rhd00`
haltsys
Now boot from the hard disk.
