SU: NO SHELL - Help me

My system SCO 5.0.5 when it is carrying, soon after coming the screen of
the installed hardwares me display the mensagen su: no shell. What can
do correct this mistake.

I already executed  fixmog I verified the system through the verify
system, and the problem persists.

How would I find out if the shell that is executing a command is a regular
shell or shell started by su.
 What I am trying to achieve is to allow only one particular userid to run
a executable. Problem is that people can su into this account and execute
that command.
