Anyone know if there are any programs in existence or under development
for Linux?

... and not forgetting kvoicecntl (I'm not sure of that... but anyway).
There's been some experiments on voice controlled UI with KDE. I've bumped
into that in kde-announce mailing list some time ago. Maybe it's listed in
kde applications home page?
