Yes, read the file INSTALL in the source-distribution for instructions
on how
to get it up and running, and then doc/userguide.ps for how to use it.
The userguide is a bit outdated, but still accurate (except for the
time-travel feature which doesn't work anymore). There are also
manualpages for most commands (add /usr/local/pgsql/man to your
MANPATH
and take a quick look in those dirs to see what manual-pages there
are).
