How do  I allow PPP access to people other than root. When other
users use PPP they complain of the error "Permission Denied"

I tried changing all the permissions to users in question and
that didn't work.

I don't know what you mean with "changing all the permissions to
users", but the problem might come from the fact that your
permisssions for pppd are too restrictive. I have the following :

  ~$ ls -l `which pppd`
  -r-sr-xr-x   1 root     root       106736 Mar  8 04:32 /usr/sbin/pppd*

If you do not have this, try this :

   chmod u+s `which pppd`

'pppd' has owner root. So others can't run pppd. 'man pppd' how to
work around it.
