Check the dhcp.conf files and also the command-line parameters that are
issued to the dhcpd daemon when it starts.
For example, if you have two Ethernet cards in the server, DHCPD will try to
provide service to both of them. A command-line parameter must be used to
specify which devices to listen to.
I don't use SusE (hmm, "if I knew SuSE like you knew SuSE ..." ahem... ;-))
but it's quite possible that they changed some slight something about
config files in the upgrade.
For example, in Red Hat 8.0 they introduced "/etc/httpd/conf.d" and put some
configuration files in there. A * (to me...) PHP upload file-size
limit was put in there ... took me days (and Google!) to find out it was
there.
