Apropos /usr/games/fortune

This came up on my fortune just now:

Microsoft Corp., concerned by the growing popularity of the free 32-bit
operating system for Intel systems, Linux, has employed a number of top
programmers from the underground world of virus development. Bill Gates
stated
yesterday: "World domination, fast -- it's either us or Linus". Mr.
Torvalds
was unavailable for comment ...

How does one create a new fortune file?  I created one in the same
format as the others (with '%\n' separating the fortunes), but there
appears to also by a .dat file with each fortune file:

- -r--r--r--   1 root     users      582939 Apr 21 20:45 fortunes
- -r--r--r--   1 root     users       72748 Apr 21 20:45 fortunes-o
- -r--r--r--   1 root     users        1596 Apr 21 20:45 fortunes-o.dat
- -r--r--r--   1 root     users       14212 Apr 21 20:45 fortunes.dat
- -r--r--r--   1 root     users       27502 Apr 21 20:45 startrek
- -r--r--r--   1 root     users         836 Apr 21 20:45 startrek.dat
- -r--r--r--   1 root     users       38744 Apr 21 20:45 zippy
- -r--r--r--   1 root     users        2224 Apr 21 20:45 zippy.dat

How do I create the .dat file?  I thought it might be as simple as
a list of 4 byte pointers into the main file, but the lengths do not
match up.
