I use ISDN (teles S0.16-3) (isdn4linux) to connect to a university server by
sync PPP. It seems to work most of the time, but sometimes
(usually in the evening or at weekends, it seems), when I try to
connect, all I get is repeatedly

        isdn,xmit: Packet blocked: 0, 0

The ipppd log says:

After the termination of the connection I get repeated "Socket destroy
delayed" messages.

What's wrong? I am grateful for any help :)

I get that too with the PCBIT-D (portuguese board). I believe it's a bug in
the ISDN driver. It doesn't put the packet in the queue correctly and it
doesn't get resent (I can't really say this is true)

That's a kernel bug. I made a patch that masks it ie., the messages don't
spray the console.

The message itself isn't a bug. It the isdn driver saying, for debug purposes,
that the packet is blocked because dial on demand will be done to send it.
The bug was that with SyncPPP the packet wouldn't get sent.
Problem solved on 1.99.6 (aka pre2.0.6).

The same patch also introduces voice support, although the PCBIT doesn't
support it yet...

Can somebody point me to the location where I can find those drivers ? I'd

They are distributed with the late 1.3.x versions of the Linux kernel.
They are also present in the 1.99.x versions (aka pre-2.0.x).
