As far as I can make out routed stops working in pre2.0.8. I am using
RedHat 3.0 with upgrades and on a 1.3.98 system the output of netstat -nr
gives:

(THe machine in question is 128.103.96.68 aliased to 128.103.96.60.)
Routed is started before eth0:0 is created and hence no routes are
generated through the alias.  However on a pre2.0.8 system I lose all
the routes to networks 128.103.9[0-9].0 and in addition I get the
following messages:

May 29 18:31:31 leona routed[55]: adding route to net/host 128.103.98.0 through
gateway 128.103.98.0: Invalid argument

(repeated for 128.103.9[0-9].0).  The above message clearly indicates
a problem as the gateway is a net rather than a host.

I have looked around to see if I could find a more recent version of
routed, but I didn't find one. I am using the one that came with Red
Hat 3.0.

I am aware of the "route add -net 127.0.0.1" problem and have
corrected it, but it does not seem to fix my problem. Code in this
particular area has obviously changed of late though.

Any pointers very much appreciated, in the meantime I have stayed at
1.3.98 :-(.

My .02 - cd /etc/sysconfig/network-scripts

copy the cfg file for eth0 to (mostly same name) eth0:0 and edit, then reboot...
that should put the initialization of the alias before any daemons are loaded.
