how to make a custom redhat bootnet.img...i.e predefined package list

I am curious to know how one would configure the anaconda
program that runs off the bootnet.img to install a predefined
list of packages. More generally how would one create a custom
bootnet.img.

How does one look inside these images? I thought it might
be possible to mount them somehow?
