1. xterm not able to run

When I try to run xterm in X nothing happens (the other programs in X work
fine) After I exit X I see a msg on my screen saying "xterm: no ptys
available"  I read in Lynx docs that I can increase my number of ptys in by
editing pty.cfg, but that file does not exist on my system (I assume that
file is just not lynx specific) .  Can I just create this file and enter
something like ptys=3 in it?  Or do I have to install some package to get
this file created?  Any help is appreciated
