1. hdparm woes - IBM DTLA 307030

Running 2.4.7 kernel.  Problems with my hd while trying to tweak it using
"hdparm."  I have an IBM.  hdparm -iv /dev/hda shows:

It seemed I should be doing better than:

   hdparm -Tt /dev/hda:

   Timing buffer-cache reads:   128 MB in  0.89 seconds =143.82 MB/sec
   Timing buffered disk reads:  64 MB in 35.06 seconds =  1.83 MB/sec

So, I ran

    hdparm -X66 -d1 -u1 -m16 -c3 /dev/hda

    /dev/hda:
    setting 32-bit I/O support flag to 3
    setting multcount to 16
    setting unmaskirq to 1 (on)
    setting using_dma to 1 (on)
    HDIO_SET_DMA failed: Operation not permitted
    setting xfermode to 66 (UltraDMA mode2)
    multcount    = 16 (on)
    I/O support  =  3 (32-bit w/sync)
    unmaskirq    =  1 (on)
    using_dma    =  0 (off)

All that gave no real improvemnet in disk reads  - up to a whopping 2.
something.  I see that "Operation not permitted".  I tried checking the IBM
pages, but came up short.  Any explanation for this. or any hints, etc.,
appreciated.  Thanks.
