It would silently do nothing, that's bad.

Could you make it so that CONFIG_ACPI_SLEEP is not selectable without
CONFIG_SOFTWARE_SUSPEND  and move CONFIG_SOFTWARE_SUSPEND into "power
managment" submenu?
