LOG FILE ERROR: IO Timeout error

I recently got this error message on my errror log file.  Since then my
directory containing the scripts can not be accessed from my browser.
Here is the entry in the errro log file: [18/Aug/1998:14:29:35]
catastrophe: for host 143.111.67.225 trying to POST
/cgi-testbin/connect.pl, send-cgi reports: could not fork new process
(IO timeout error) Does anyone know how to resolve this problem.
Everytime I try to run the scripts from the browser it gives me this
message:
Server Error

This server has encountered an internal error which prevents it from
fulfilling your request. The most likely cause is a misconfiguration.
Please ask the administrator to look for messages in
the server's error log.

All permissions on the file(s) are correct.

#fsck /dev/hda1
but this porblem continued...
