I want to set up time access limit and inactivity time limit
on SUN OS 4.1.3. I will like to log users of the network if
they have been inactive for 10 minutes or they have
been logged on for more that 45 minutes.

The program "idled" will do this and much more.  It is running on our
SunOS 4.1.3.  It will also let you define certain users as "immune" from
getting logged off.

I would definitely recommend the cookie option.
I've used it and it works nicely.
