UNIX POP-UP WINDOW

Looking for a unix program that will send a message by administrator to all
logged in users via a pop-up window
that will automatically come to the front of the users monitor.

1. Window Geometry pop-up on resize?

Under some older window managers there is a behavior where when you
resize a window (by dragging the lower right-hand corner) a small
pop-up appears showing the geometry and updates dynamically.  This
is handy when trying to make xterm windows behave properly (i.e.,
you have to manually type in an stty command).

Is there any way to get this behavior under KDE or am I out of luck?
