Is there a way to set up a proxy to use SSL connections from the
client to standard HTTP on the server side.   I am using apache and am
looking at mod_proxy and mod_rewrite but I am not too sure that either
will work.

The problem is access to a (relatively) trusted DMZ from an operations
lan.  Some of the servers on the DMZ will be using stuff like Compaq
insight manager(http info) that clients on the management lan will
want to view via the proxy.  However all traffic on the operations lan
is to be encrypted.

yes, this can be done with apache, mod_ssl and mod_proxy in a reverse
proxy config.
install apache plus mod_ssl, load mod_proxy, if necessary AddModule
it, then

ProxyPass / http://inside.box/
ProxyPassReverse / http://inside.box/

note though, that absolute links to http://inside.box/some/page.html
will be a showstopper...
