When I try to start httpd (using apachectl start), I get the
following error:
Invalid argument: shmctl() could not set segment #24715
This is with the linux 2.2.19 kernel.
Any suggestions?

Please post the output of "uname -a" and "ipcs -m".
"lsmod" and "nice top -b -n 1" might also help.

The one thing I miss in your output is a process running as
'nobody', or something similar. I guess the shown segments
are not left-overs from unsuccessful start attempts,
but from completely different programs.
I would try to boot into text-mode and run apache without X.
There are some GUI methods to do this, but the easiest to
explain is this:
edit /etc/inittab
change the first non-empty, non-comment line
from "id:5:initdefault:" to "id:3:initdefault:"
reboot
