Newbie question about "Listen" and "Bind address"

I finally broke down and built a linux box (Red Hat 6.0) and have Apache
1.3.9 installed. I can't set the "listen" to just the port because of other
servers on the intranet using port 80 as well and I don't want to have to
have everyone type in the port to get the info they need, ie 1.2.3.4:8080,
everytime. Is it possible to list in the "listen" section a block of IP
addresses such as: listen 192.168.1.100-150:80 ? This would simplify life!
Or is it better in this instance to use "bind address" with the main IP and
a bunch of aliases?

I don't understand why you need Listen at all.  By default, apache
will serve all requests to any IP address that is associated with the
server that come in on the specified Port.  How do "other servers on
the intranet using port 80" affect this?  Apache can't serve requests
for IP addresses that its host machine does not respond to.

connection request is issued by a client between that time and the time
the server begins listening?  Will the client's connection request be
refused, or will it be held until the server starts listening?
