Newbie: Can't access Apache web site from remote machine

I have Apache 2.0 installed on my Linux PC and accessing
http://localhost
from the server works fine. However, when I try to access the web page
using Internet Explorer (with the IP address of the Apache server)
from another
PC that runs Windows, it complains that "cannot find server or DNS
error".

The Apache server (linux PC) and the Windows host are both connected
to
two ports of the same switch (SMC7004BR Boradband Router) in a home
networking environment. The Apache server's IP address is:
192.168.123.114
and the Windows host's IP is: 192.168.123.132. They can ping each
other
without a problem.

Any idea what's the problem? Thanks!

Internet Explorer likes to display it's own error messages, and it makes
it difficult to tell. If you can ping the site IP and you can also
access the web server locally, then I'd wonder if you have any firewalls
blocking port 80 from remote connections? Are you seeing anything in the
error log for Apache? Are you doing any blocking or filtering in the
router's configuration (if it has this)?

1. Allowing only access to my web site from a link to another web using APACHE

I was directed by my supervisor to allow only a specific IP address
and a link from another web site to be able to login to our Web site.
If a user other than with IP 167.893.2.1 logs in directly to our Web
site (https://abcdef.opqr.navy.mil), it will automatically redirect it
to the other site (https://cdef.lmnopq.navy.mil) and will now be able
to login. But the user with the IP address 167.893.2.1 can login
directly. I try to solve this by editing the httpd.conf by inserting
the following:

                      <VirtualHost abcdef.opqr.navy.mil>
                      DocumentRoot "/usr/www/abc"
                      <Directory "/usr/www/abc">
                          Options Indexes FollowSymLinks MultiViews
                          AllowOverride AuthConfig
                          Order allow,deny
                          Allow from 150.101.5.18
                          Allow from 167.893.2.1
                      ErrorDocument 403 https://cdef.lmnopq.navy.mil
                      </Directory>

The user with IP 167.893.2.1 was able login directly but the user who
try to connect using the web site with IP address of 150.101.5.18
cannot log-in because the system is looking at the original IP address
167.893.2.1) of the user not the linking web site with IP
150.101.5.18. (see the access logs).

This is the access logs:
