you may need to increase the number of descriptors

How do I fix this error?

1. Apache 1.3 and "(24)Too many open files"

Hi,
Apache 1.3.27 on Solaris 8/SPARC.  Using mod_wl.so for WebLogic integration.
We just recently started using WebLogic and started getting a lot of the
following in the error logs:

(24)Too many open files: file permissions deny server access:
/path/to/some/file

...and we have our file descriptor maximum turned WAY up, so the message
isn't reflecting the truth.  I did some poking around with 'lsof' anyway to
verify this and don't see any problem at the OS.

Anyhow, I saw in the Apache 2.0.44 change log where they say they've fixed a
bug that can cause this:

*) Fix a bug where we keep files open until the end of a keepalive
connection, which can result in:
"(24)Too many open files: file permissions deny server access" especially on
threaded servers. [Greg Ames, Jeff Trawick]

Does anyone know if 1.3.x suffers from this bug as well?
Since we did just start using WebLogic, that's a likely place to look, but
ditching WebLogic is not going to be an option.  Any insight into this
problem from the Apache 1.3.x side is appreciated.
