Does anybody know of a way to disable proxy access on the CERN 3.0

I want to be able to allow 99% of the people in my domain to be
able to pass freely through the proxy server while still being able
to shut off the occasional user that tends to abuse thier access.

file which does the first part, but now hoe do I shut off only
a few of these systems?

NCSA allows you to specify hosts that should be allowed and denied,
and That is what I want to do with the CERN server.

Any ideas?

Using CERN's httpd, is there a way to prevent access to a set of
documents from a specific IP address/domain?  

e.g. - I want everyone to be able to see a set of documents
*except* those hosts in the *.somecompany.com domain.
