There are a million quote servers out there, so
I'm guessing it's not prohibitive to set one up.
But I've got not a single idea of how to start.
Has anyone done it, and can you tell me the
steps/obstacles/caveats involved?

First, you need quotes.  :)

After that, doing it in CGI, under Perl, shouldn't be very hard,
if you have a nice way of storing them.

Does anybody knows a site that has a 'quote of the day' (RFC 865)
available to the community. I want to write a client but have
no host to test it on.
