Problems with DBM authentication and Apache 1.2.4 under Linux

I've been trying to set up Apache with DBM authentication. Here are
the steps I have taken:

1. Modified Configuration, uncommenting the mod_authdbm line

2. Install Gnu DBM

3. Tried to compile Apache 1.2.4, failed on the -ldbm, modified
Makefile, changed this to -lgdbm. (Did I need to do this? It compiles
fine.)

4. Using dbmmanage, create a user, put the file in /etc/httpd

5. Modified access.conf, AllowOverride AuthConfig

6. Created the following .htaccess file to be placed the directory to
be protected:

AuthName Authorized users only
AuthType Basic
AuthDBMUserFile /etc/httpd/users

require valid-user

Everytime I try to access this directory, I get the Authorization box,
but it always fails. Here are the relevant lines in error_log:

[Wed Sep 10 23:52:40 1997] access to /etc/httpd/users failed for
192.168.0.1, reason: could not open dbm auth file
[Wed Sep 10 23:52:40 1997] access to /home/httpd/html/testing failed
for 192.168.0.1, reason: DBM user rcollins not found

Any ideas what I'm doing wrong?
