Does adding additional virtual servers affect the processing on the host?

Details:

            I have a main server :  www.state.url
       I have department data at :  www.state.url/dept1
 They want to have their own url :  www.dept1.url
...to point to the same place as :  www.state.url/dept1

Both "www.state.url/dept1" and "www.dept1.url" will reference the same
directory, so it is not like adding any new data to cause any "new"
traffic.  Just a virtual server.

1) let us assume, that you point home directory of server is
      /u/web   for  www.state.url

2) run admin server of netscape server.
    select content management
    select virtual server
    type www.dept1.url as a server name
    type dept1/      as a name of sub directory of root web home direcotry
                                ttat means /u/web/dept1

3) whenever you get access for www.dept1.url, you will see index.htm (or
home.htm) of /u/web/dept1

1. HELP!: Netscape 3.0 & Virtual Servers & Log Files

I already tried Netscape's solutions at:

        http://help.netscape.com/kb/server/971217-4.html
    &       http://help.netscape.com/kb/server/960804-21.html

and they did not work.

I want a set up where each virtual server has its own document root AND
its own log file.

Netscape's software virtual server just sets up a "single-page" home page
and that is it (What good is that?).  All links on it fail because they
refer to subdirectories.  Also, the the multiple log file solution in the
URL listed above does not work.

Netscape's hardware virtual server allows set up of different document
roots, but all accesses to any document root goes to the same log file for
all hardware virtual servers.

e.g.
    URL           dir           log
www.aaa.com = /export/aaa = /var/log/access
www.bbb.com = /export/bbb = /var/log/access
www.ccc.com = /export/ccc = /var/log/access
