hi all,

i am looking for a newer version of lwp-rget
then version 1.20 (libwww-perl-5.10)
from 1996

it should handle frames correctly
and support the use of a proxy.

Yes, newer versions handle proxy support, and frames support is available
by creating a handler that looks inside the frame tag for links.
(frame->{src})

Sure, I can send you some examples.  Since you aren't trying to display the
contents of the frame, you can treat it as if it was just a link.
