(124)Address family not supported by protocol family

Help!
I am installing apache 1.3.0 on a new Quad pentium Pro 200 running unix with a
direct connection into the company intranet.  The make seemed to run OK.  When
I start it up it says it started OK (but didn't).  The error_log has the
following entry

[crit] (124)Address family not supported by protocol family: make_sock: could
not bind to address 192.127.44.78 port 80

I do not know where to start!  Any guidence would be appreciated.

Start by figuring out what OS you are using and telling us.  Most likely
your OS is lame, but there may be a workaround depending on what it is.

   I had left out the OS I am running.  It is

NCR MP-RAS SVR4 UNIX System
UNIX System V Release 4.0 Version 3.0
