Newbie help: how to 'expire' client logins

I've look in the FAQs, but maybe am just blind....

I've been asked to implement a secured intranet app, with
user's logins expiring after 15 minutes of inactivity.  I
can think of a few hacks to code myself for this, but I'm
thinking other folks must have had to do this before --

Any pointers to good examples, modules, configurations that
already exist for this functionality?

We're running Apache 1.3 with mod_perl.

1. help: Progeny 1.0 login keeps saying it can't find 'progeny'

When I log into Gnome in Progeny 1.0 it tells me it can't connect to
'progeny'.  It suggests I can go to /etc/hosts and set it to 127.0.0.1.

This works, but I have the feeling this will break something (like the
ability to do updates).  Is there a Right Thing to do here?
