Very Computer

One that does batch processing from the UNIX command line would be nice,
but I'm really looking for one that can do it on the fly through a CGI
gateway...

Any leads?

ImageMagick. See the ftp.x.org contrib archive.

Haven't tried it myself but I believe that ImageMagick's mogrify utility
will do it.  At least the man page says it will.

 I wrote a small perl script to convert a directory of images into thumbnails
using ImageMagick's convert program. I also have a script that will create
an index of those thumbnails, in a table format, linking them to their
full size versions.
