need date/time for NCSA httpd

Is there a date/time program available that can run under cgi-bin (NCSA httpd)
to return a gif of the date/time stamp? The "date" program included
with the httpd server isn't quite what I'm looking for.
My httpd server runs under Digital OSF/1 3.2d -- Dean

I guess it's for the ones who neither know nor care what timezone
they are in.

What time will it be when the page comes out of the cache,
hours or days later?

We are currently use httpd v1.3 (ncsa) on rs6000/aix 3.2.5
