Enabling verbose mode for httpd/apache_1.3.6?

Howdy - dumb question perhaps, but it has me so far stumped.
I seem to recall versions 1.2 had a variable $VERBOSE somewhere that
could be toggled. I just want to start a single httpd process
and have it dump all information & environmental variables to
terminal or to a log file as I access it from a client. I haven't
been able to get anything within apachectl to do that.
