I have an apache web server(1.3.19) running on vmware ( Redhat 7.1).
Even though the server is running on my machine well, I can't stop or
start from the command line using httpd or apchectl

1. httpd start/stop(apace 1.3.19) not working with Redhat 7.1
I have apache 1.3.19 working on Redhat 7.1. and found that http start
and stop is not doing anything on the machine. Is there any other way
to start and stop the server from comman line on 1.3.19 server
