CERN 3.0 proxy and perl cgi's cannot open file

I am running some perl4 scripts on a server using the CERN proxy server
3.0 . The scripts execute, but my open statements fail. I have tried
putting the data files in cgi-bin, htdocs and public_html. All no go.
The same scripts are working fine on an Apache & an NCSA , so I think
it is most likely a configuration problem.
Any help appreciated.

    Could you help me ?
  I am running CERN proxy httpd 3.0 libwww 2.17 on IRIX 4.0.5.
  When I attempt to retrive files from cern ftp
  using Mosaic   I get the message "530 Can't open passive connection".
  But from other ftp servers, for example I don't
  get such a message and everything is OK. May be I have configured my
  httpd.conf not correctly ? Or something else ?
