Yes.

use expect.

you can spawn a passwd
expect "password:"
send "password\r"
expect "password:"
send "password\r"

easy as pie.

I think that it would be more easy with a perl script (using expect...)

echo <password> | passwd --stdin <user>

In a script:

#!/bin/bash
# newpwd <user> <password>
echo $2 | passwd --stdin $1

To use:

newpwd bob XampL123

Now bob's password is XampL123.
