What does rm *.*~ means?   I know *.*, but what is *.*~?

Literal translation, any file with any extension that ends in ~
ie backup files in vim simply add a ~ to the end of the name.  Or do you
have a script or something that uses this differently?  Do you have an
example?

Usually such files are backups created by a program such as a text
editor or indent.

Quibble: All files whose name contains a dot, ends with "~", and
doesn't start with a dot.
