PDT question

I have couple of 43p boxes running AIX 4.3.3.
I cannot even find the PDT and /usr/sbin/perf/pmr, I want to try this tool.
Any one knows how to get this tool?
I checked installation CDs, as well as bonus pack, it's not included.
IBM  web site mentioned this tool (use installp command to install the
package), but it doesn't say how to get it.
I heard it's all included in AIX 3.

** it is NOT included in 4.3.3 and in the few cases where it may have slipped in, it
is supposed to be removed from the system.  You are supposed to go thru 1st level support
to get pmr now a days.  I have NO idea why the change.
