IBM C compiler on AIX 4.3

IBM C compiler on AIX 4.3

        Is anyone else having problems with the latest IBM C compiler on AIX
4.3? The IBM maketime does not seem to recognize that the year 2000 is a
leap year, or any leap years after that. Does anyone know if there is an
APAR or PTF for this? I have been unable to locate one so far.

P.S. I have DL'd and run "fixcheck" and it reports no y2k issues. I also
applied the 4.3.2.0 to 4.3.2.0.01 maintenance level y2k fix and the
problem persists. Any suggestions would be greatly appreciated.

What the heck is "maketime"?  I can't find any reference to that in any
AIX docs.

1. IBM C++ 3.6.6 (xlC) Compiler error on AIX 4.3

If I include strings.h after  X11/Xlibint.h

#include <X11/Xlibint.h>
#include <strings.h>
int main(void)
{

I got the compiler error:

"/usr/include/strings.h", line 59.17: 1540-263: (S) Syntax error -
expected "expression" or ")" and found "const".
"/usr/include/strings.h", line 60.38: 1540-090: (S) Syntax error -
expected "(" and found "*".
"/usr/include/strings.h", line 61.24: 1540-090: (S) Syntax error -
expected "(" and found "*".

Does anybody know why? (No error if strings.h is included before
X11/Xlibint.h)
