Is it possible, or should I say is it easy to configure aix to be able to
use the mouse button scroll functionality.
If so what software,level of AIX, configuration need to be made, and what types of
mice are supported?

This is a function of X11 on the AIX.  If you have X11 tahen you can
code any widget you wish to and put scroll bars on it.  If you are
running a purchased or system program it probably has a help section
that will tell you how to use scroll bars on the window: e.g. xterm
-help will give you the flags.
