Problem with UUCP over TCP/IP on AIX 3.2

I am attempting to get UUCP running over TCP/IP between our AIX 3.2
machines and have run into a problem getting uucico to connect to the
uucpd process on the slave side of the connection. Everything is, to the
best of my knowledge, properly configured. Here is sample uutry output:

# /usr/lib/uucp/uutry hobbes
/usr/lib/uucp/uucico -r1 -shobbes  -x5 &
mchFind called (hobbes)
conn(hobbes)
Device Type TCP is wanted
Internal caller type TCP
tcpdial host hobbes, port 540
getto returned 6.
expect: (in:)
login:got it
Sendthem (nuucp^M)
expect: (word:)
 Login incorrect.lost line errno - 0
Call Failed. LOGIN FAILED
exit code 101
Conversation Complete: Status FAILED

Attempting to manually connect to the uucpd daemon (eg 'telnet hobbes 540')
produces similar results.  In fact, this appears to be a security hole,
as uucpd tells me whether or not the account I'm logging into is valid.
For example:

# telnet hobbes 540
Trying...
Connected to hobbes.
Escape character is '^]'.
login: root
Login incorrect.
Connection closed.

# telnet hobbes 540
Trying...
Connected to hobbes.
Escape character is '^]'.
login: blather
user unknown
Connection closed.

Does anyone have any ideas why uucpd is not allowing any connections to it?
It doesn't matter if I attempt to connect via root, uucp, or any other
account.  The apparent security hole is also a bit disconcerting. I would
appreciate any help on this matter. I am confident that everything is
configured properly (BNU installed, inetd up and properly configured,
everything in /etc/uucp properly configured). Our modem connection is
working properly.

as a Reply to this account will probably bounce due to constant machine
failures from where I'm posting this article.

Verify that the user shell entry for the uucp user in /etc/passwd is set to
"/usr/lib/uucp/uucico" and that the program "/usr/lib/uucp/uucico" also
appears in the usw stanza shells entry of the file /etc/security/login.cfg.  The
system was shipped without having this entry present as a valid login shell
so it must be added manually.   Also, if a user specifies
/usr/sbin/uucp/uucico as a login shell for uucp, the uucp login daemon will
reject the login.  It checks specifically for the "/usr/lib/uuco/uucico" name.
This was later fixed so an administrator can specify the uucico program by
either name.

        It sounds like you simply need to add uucicio to the known shell on the
AIX v3.2 system.
        Look at /etc/security/login.cfg, at about the bottom of the file you
will find the shells
        that login will allow.

   For those of you who have ordered RISC/6000 model 220's without
diskette drives but
   who want to install AIX on internal disk from a network install
server you may have
   some difficulty since boot diskettes or tape are needed. There is now
available,
   through your SE an update package that will allow you to boot your
model 220, 340 or
   350 over the network, invoke the install programs, and install AIX
from a network
   install server. Your SE can obtain the package, called "INST220" from
the IBM
   AIXTOOLS disk.
